It doesn't matter. I've never had green tea personally, but I'm a huge drinker of regular tea.
It's probably better to add water first, but stirring judges how strong the brew will be - not how much water is in when you add the tea bag.
Also, I've never heard of microwaving tea as someone else has suggested - it's better to boil the water in a kettle to heat it up.
It's almost exactly like making coffee with a kettle, you just add the tea AFTER the water instead of BEFORE.
Also, as suggested before, you can normally get two cups out of one bag - any more tends to weaken the brew.

Im 15 and i bought hair extentions that are a little to dark for me not much but still darker. I want to make my hair darker a natural way.. i heard putting coffee into your conditioner.. but as in made up coffee like with water and stuff or just mashed up coffee????

Hrm.. not too sure about darker, but if you want it darker, don't spend too much time in sunlight, it'll naturally lighten your hair over time.
